General Council of CPSW is the membership base from which the Executive Council is elected. The president is the head of the General as well as the Executive Council. The General Council and the Executive Council are responsible for formulation of policies, plan and its implementation.
The President is the head of the policy making process, presides over the General Council and Executive Council. The President performs primarily constitutional responsibilities.
The Executive Secretary is the chief executive of the organisation, facilitates for formulating policies for raising funds, implement of the programmes as per the policies laid down by the Executive Council and supervises the works of the organisation. He/she handles all legal matters and statutory obligations.
Programme Implementation Committee consisting of senior leaders approves the plans, budgets and major purchases. It also reviews progress of projects.
Coordination Committee
The members of this group consists of Programme Team Leaders, heads of the departments, sectoral heads and the Executive Director. All internal policy matters are consulted at this level. Besides internal policies, it contribute in overall organizational functions and coordination.
Executive Director: The Executive Director is the chief of the organisation in terms of programmes and finances. He/she is appointed by the Executive Committee by a resolution.
The Finance Director/Officer is delegated powers to execute the decisions taken by the PIC in consultation with the Executive Director. He/she shall be the custodian of cheque books, depositing/receipt of funds, disbursement of funds as per the budgets and plans approved by the Executive Director, final approval of all expenditures and maintenance of all records, registers, vouchers and supporting. He shall be responsible for conducting audits and preparing utilization certificates to donors.
The Programme Coordinator is delegated powers to plan and execute projects. He/she shall be in charge of documentation, MIS, monitoring and evaluation of projects. He/she shall be responsible for Human Resource Management, which includes recruitments, induction, probation, promotion, increments, appraisals, terminations, welfare, staff and grievance redressal.
The PMED cell headed by the PC maintains a MIS and database for periodical monitoring and evaluation of the projects. The PMED Cell shares the results and findings with the executive director as well as with the field project staff for taking necessary corrective measures. The PMED Cell plays a central role in monitoring of results of the program. The PMED cell also work on qualitative indicators rather than only quantitative indicators for program monitoring and reporting.
Finance Systems – Budgeting, Accounting and Financial Controls
The role of the Executive Council in finance management is more clearly laid down and the PIC is constituted consisting of Executive Committee Members, Programme Heads, Finance expert (external), Finance head and Executive Director to formulate policies, review the financial health of the organization, review the financial position of each project and advice for necessary measures to build financial self-reliance and enhance better accountability. Finance systems with the details of basic concepts, methods of accounting, procedures followed for accounting, book keeping system, budgeting and monitoring have been worked out and implemented by the organization.
For ensuring efficient utilization of resources, it has introduced internal audit and financial monitoring systems. The annual budgets are approved by the Executive Council. Quarterly budgets are presented in the coordination group meetings by different projects and departments, which are compiled by the finance department and approved by the Program Coordinator in consultation with the Executive Director. The finance staff has the competency and experience to manage the finances.
Administration and HR:
The organization has laid out HR systems very clearly specifying recruitment and induction procedures, terms and conditions of service, training and development opportunities, leave policies, performance appraisal systems, promotion and up gradation avenues, discipline procedures and conditions for termination of contracts. The HR Facilitator lays down the policy guidelines in consultation with the project teams and various departments for management of human resources. Besides recruitment and induction, six-monthly performance assessment and annual performance appraisals are held on a rigorous manner, which helps to improve efficiency and build capacities as per the needs identified during the assessments. High mobility of senior level staff is a problem with the organization as expressed by some of the members. Based on the capacity building needs identified, the HR department organizes training and exposures in the relevant areas. Also after such trainings, the learnings are assessed. The organization has developed a reasonable staff compensation and welfare package and follows all statutory requirements.
The Administration Unit basically provides necessary services, procures the project goods as per the purchase policies, maintaining the stock, insurance. It also maintaining the assets and takes care of the establishments. A purchase committee is in place to analyze all quotations, compare the advantages, and approve all major purchases at central level.
LOOKING AHEAD:
CPSW is a growing development organisation committed to sustainable development and poverty reduction. It is a challenge before any civil society organisation to stand in favour of the poor, protect their interests and pursue social justice. CPSW makes its best efforts to meet the standards and build its credibility in society.
The new challenges require CPSW to build its internal capacity to respond more effectively and in an efficient manner. Peace, Globalization and Market Access emerging as new areas, we will look for experienced persons to lead the programmes. A good team and a supportive Board would work committed towards realization of CPSW’s Vision, Mission and Objectives. |
